It's definitely as confusing as it sounds.
Blizzard has confirmed that Genji’s Ultimate ability Dragonblade will be buffed in an upcoming patch, in order to compensate for an unintended nerf that came about as a result of a bug fix. If this all sounds incredibly confusing, we’ll do our best to explain it in simple terms.
Prior to the last patch, the number of sword swings you were able to dish out during Dragonblade’s activation window varied depending on your connection latency. This affects the rate of information exchange between your client and the game server, which has to keep all players synchronised with one another as best it can.
As a result of a peculiar bug, the higher your latency the more swings you could actually achieve during the period that Genji’s Ultimate was active. As a result, many players became used to achieving seven swings, rather than the six that’s typically seen post-patch. This explains concerns raised in the community that Dragonblade had been quietly nerfed by Blizzard.
The good news is that this issue won’t last for long. In a future patch that’s yet to be dated, the developers will make changes to ensure that all players get a total of seven swings with Genji’s Ultimate, regardless of their latency.
