Reporting toxic players on console will finally be available when Overwatch patch 1.14 rolls out.
Game director Jeff Kaplan confirmed the news in an official blog post, thanking the community for their patience and noting that it’s very much a work in progress.
”Reporting on console will be available when patch 1.14 goes live (the patch that has DM and TDM and is currently on the PTR for testing).
Thanks for being so patient with us.
Kaplan goes on to detail future improvements planned for the reporting system.
Also, it’s important to note the reporting system and punishments are very much an ongoing development for us. Improvements will continue over time. We are working on increased punishments for high frequency offenders, email notifications when your reports result in disciplinary action (we’re experimenting with this right now and we’ll expand this as we refine it) and eventually notifications in the game client when your report results in disciplinary action”.

Overwatch’s console players have been asking for a reporting system since the game’s inception, especially since those on PC have always had access to one. What’s more, if Blizzard’s planned improvements hold true, it’s going to be a system which reassures members of the community that reported players are, in fact, being disciplined.
It’s great news for console players and a long overdue first step on Blizzard’s part. Here’s hoping that it continues to improve (on both platforms) and becomes a system that’s as responsive as planned.
No exact release date has been confirmed for patch 1.14, although we’re likely to hear more about it at Gamescom 2017 next week where Blizzard will be showcasing exciting new content for Overwatch.
